China's Premier Li keeps first work report low key and under 1 hour

Xi Jinping's No. 2 headlines opening day of maskless National People's Congress

BEIJING -- China's National People's Congress opened here Tuesday morning with Premier Li Qiang giving an unremarkable and notably short delivery of his first yearly government work report.

The opening ceremony began at 9 a.m., with the roughly 3,000 delegates in attendance giving a standing ovation as President Xi Jinping and the rest of China's leadership entered from the left side of the stage in the Great Hall of the People.
